California Governor Jerry Brown, heading into his last months in office, is staring down a capstone political challenge — an unexpectedly robust GOP effort to dismantle one of his legacy achievements.
The gas tax, designed to pay for the state’s infrastructure repairs for the next decade, is under threat of repeal from a November ballot measure that has energized the state’s moribund Republican Party.
