Another major employer has decided to join the long list of companies moving jobs from California to more business-friendly states.
This time, it's $12 billion titan Jacobs Engineering, which is moving its "corporate operations," almost definitely meaning its headquarters, from Pasadena to Dallas, Texas. Press reaction, especially outside of business-oriented outlets, has ranged from nonexistent to muted to, in the case of the Los Angeles Times, a bit snarky.
One key point here is that the move appears to have taken California's governments completely by surprise...

Sen. James Lankford (R., Okla.) wrote in an op-ed published in the Daily Signal that the Senate last year granted Obama the authority to pay for a response to Zika, but his administration chose instead to allocate those funds toward the U.N.’s Green Climate Fund.

Congress last December provided the Obama administration with authority to pull money from bilateral economic assistance to foreign countries. They can use those funds to combat infectious diseases, if the administration believed there is an infectious disease emergency. In the middle of the Zika epidemic, the administration did use their authority to pull money from foreign aid and spend it, but they didn’t use it for Zika. … In March, President Obama gave the United Nations $500 million out of an account under bilateral economic assistance to fund the U.N.’s Green Climate Fund. Congress refused to allocate funding for the U.N. Climate Change Fund last year, so the president used this account designated for international infectious diseases to pay for his priority.

NO on PROP 50!
Prop 50 Background and Talking Points:
Back in 2011 the union controlled legislature, in an effort to block Prop 32, passed SB 202 which moved all citizen initiatives from the ability to be on a primary ballot to only on the general election ballot. This was done because conservative measures had a better chance of passing in the primary election because Republicans vote consistently whereas union machines do a better job of getting out the vote in general elections. Therefore, the legislature moved all ballot measures to the general election except for ones placed on a primary ballot by the legislature itself. Why this double standard? The Democrat legislature has now made the elections process more difficult for voters while protecting their interests. Not unlike Prop 50.
Prop 50 protects corrupt legislators while giving voters a false sense of security.
Called, “Suspension of Legislators”, Prop 50 stipulates that legislators may be suspended “with or without pay.” But there is no teeth to this smoke and mirrors measure. Prop 50 aims to save face when in 2014 the Senate had three Democrats that were either indicted or convicted of felonies ranging from perjury to political favors to gun running. The legislators were suspended, but were still getting paid. So to correct this constitutional oversight, Senate President Pro Tem at the time, Darrell Steinberg passed SCA 17 which became Prop 50. Instead of expelling the convicted Senators or writing legislation that would protect Californians from this type of corruption, Steinberg writes SCA 17 to protect his colleagues. Prop 50 increases the vote threshold for suspension, from a simple majority to 2/3rds, making it more difficult to suspend those who truly deserve it. Prop 50 also does not articulate when or why a legislator may be suspended and the legislature decides if it is with or without pay. There is no language or mechanism to expel truly bad legislators, so constituents could have no representation in the legislature for no articulated period of time while their representative is suspended. Californians deserve to know that ballot measures like this just perpetuate the culture of corruption in Sacramento. Here are some talking points to help you talk to voters about voting NO on Prop 50!
- It gives Californians a false sense of security. Prop 50 has no mechanism to actually expel legislators that have broken the law. This bill just allows the legislature to suspend a legislator WITH or WITHOUT pay! It protects the political ruling class, not the constituents.
- It is smoke and mirrors. This Prop was created when 3 Democrat Senators were either indicted or convicted of crimes ranging from perjury to political kickbacks to gunrunning! These 3 Senators were suspended with pay. So to make voters comfortable and save face, Senate President Pro Tem Darrell Steinberg wrote this law to include "without pay". But the legislature still makes the decision regarding pay, not the voters and not a clear written law.
- There may be taxation without representation. By merely suspending a legislator instead of expelling them, a district will have no one representing their interests for an unspecified amount of time! This means no election can take place since the suspended legislator still holds office.
- It could stifle political opposition. This prop would create a permanent constitutional amendment that could be used to silence a representative who may be vocal against the majority party. This could potentially take away their vote and your voice in the legislature.

(California's) primary system is the result of a reform that is only making things worse for voters....
California has made such a royal mess of its entire primary system that it needs to do a complete overhaul to restore the credibility of the system. Start with California’s overly generous early-voting law, which allows people to cast ballots a full four weeks before Election Day....
Then there is the issue of how California’s 2.2 million registered nonpartisan voters are treated (the term used for them is “Decline to State”). Republicans exclude them from their presidential primary, but at least they’re honest about it. Democrats require nonpartisan voters to specifically request a Democratic ballot in order to receive one in the mail with the names of Hillary Clinton and Bernie Sanders on it. Voters at the polls on Election Day must specifically ask for a Democratic ballot, and they won’t be given another one if they start marking a nonpartisan one by mistake.
These hoops may have real consequences. Hillary Clinton leads among registered Democrats by nine points in the latest Field Poll. But she trailed Sanders by an astonishing ratio of 2 to 1 among independent voters. An early exit poll conducted by Capitol Weekly found that 60 percent of nonpartisan voters either thought they would automatically receive a Democratic ballot or didn’t understand the process. Indeed, an analysis of the 322,000 nonpartisan mail ballots turned in by last Thursday show that only 40 percent of them even cast a vote for president....
Paul Mitchell, vice president of the California-based voter-analytics firm Political Data Inc., says the crossed signals are a direct result of the fact that California has changed its primary system to a “top two” model. For statewide and congressional offices, all candidates from every party are on one ballot in the primary, and then the top two candidates advance to the general election. For presidential primary elections, though, the parties hold separate primaries. In the presidential race, only registered Republicans may vote in the GOP primary, and Democrats can receive votes only from registered Democrats and people listed as “no party preference.” “This is a black eye on our process,” Mitchell told CBS News. “My real fear is . . . that there are going to be tens of thousands or hundreds of thousands of voters who feel that they had a right to participate but something in the process failed them.” ...
The bizarre “top two” primary has been a feature of California’s elections since 2010, when it was approved by 54 percent of California voters. In effect, it abolished the state’s traditional primary and set up a “trial run” general election a full five months before the November vote, which is restricted to only the two top finishers in the June vote. There is no opportunity for voters to support an independent candidate or even to cast a write-in vote....
It’s sad to see the Golden State further tarnish its image with its confusing, fraud-prone, and unfair set of election laws. Only now, because of the race between Hillary and Bernie, is California’s problematic primary system receiving national attention. But here’s hoping the deserved ridicule will prompt some rethinking of supposed “reforms” that are only making things worse.

...The NSA, it seemed, had not told the public the whole story about Snowden's contacts with oversight authorities before he became the most celebrated and vilified whistleblower in US history....
The trove of more than 800 pages [pdf at the end of this story (at the link)], along with several interviews conducted by VICE News, offer unprecedented insight into the NSA during this time of crisis within the agency. And they call into question aspects of the US government's long-running narrative about Snowden's time at the NSA....
On April 5, 2013 — a year before the Vanity Fair story came out — Snowden clicked the "email us" link on the internal website of the NSA's Office of General Counsel (OGC) and wrote, "I have a question regarding the mandatory USSID 18 training."
United States Signals Intelligence Directive 18 (USSID 18) encompasses rules by which the NSA is supposed to abide in order to protect the privacy of the communications of people in the United States. Snowden was taking this and other training courses in Maryland while working to transition from a Sysadmin to an analyst position. Referring to a slide from the training program that seemed to indicate federal statutes and presidential Executive Orders (EOs) carry equal legal weight, Snowden wrote, "this does not seem correct, as it seems to imply Executive Orders have the same precedence as law. My understanding is that EOs may be superseded by federal statute, but EOs may not override statute."...
"[With] its story done, NBC is asking us to fact-check. Incredible," Vines wrote. "We'll get more info soon from the producer. In the meantime, there's apparently a fresh claim about email the leaker [Snowden] allegedly sent to OGC or a compliance official."
De, a staunch advocate for releasing Snowden's email, informed Vines that the NSA had already been speaking to the White House about Snowden's claims. He asked Vines to see if she could ferret out additional details from Cole about the interview.
Later that day, Feinstein, the chairwoman of the Senate Intelligence Committee, sent word over to the NSA that she expected a "forceful NSA response" to Snowden's claims.
"You can help temper expectations by making clear [to Feinstein] that we were not aware of this story before it was publicly advertised and until yesterday had not been contacted to respond to any issues," the person wrote. "We have not been and don't expect to be given much if any detail beyond the public 'teaser.' We can only crystal ball so much, especially when the protagonist is not bound by facts or the truth."....

The ad shows clips from an August 2015 news conference where Hillary Clinton says that she has turned over "everything," regarding her use of a private email server while serving as secretary of State.
"I did not send classified material ... and I did not receive any material that was marked or designated classified," the Democratic front-runner said in the ad.

In a stunning departure from the network’s usual fare promoting anti-Trump protesters, Despierta América, Univision’s morning show, has broadcast a hard-hitting report denouncing the "subversives" involved in the protests and the violence they perpetrated outside a Trump campaign rally in San José, California.
